OAA Welcomes OAS Conclusion that Cuban Dictatorship Murdered Oswaldo Payá and Harold Cepero
Miami, FL – Outreach Aid to the Americas (OAA) today welcomed the report issued this week by the Inter-American Commission on Human Rights (IACHR) finding the Cuban dictatorship directly responsible for the deaths of human rights defenders Oswaldo Payá and Harold Cepero, who were killed on June 22, 2012, when their car was run off the road by what many have long believed to be state security agents. According to the IACHR, the Cuban state “violated the rights to life, honor, and freedom of expression of the two men.”
Oswaldo Payá was the leader of the Christian Liberation Movement (CLM), which was dedicated to peacefully advocating for constitutional and political reforms and human rights, including freedom of religion or belief. Before his death, Payá collected thousands of signatures supporting a referendum for constitutional reforms. OAA supported the CLM in an effort to educate Cuban citizens about the right to freedom of religion or belief through the distribution of literature to churches throughout Cuba.
OAA President and CEO Dr. Teo Babun said: “Everyone who understands the brutal nature of Cuba’s communist regime has long believed that its agents were responsible for killing Payá and Cepero, two brave human rights defenders who work tirelessly to promote democratic principles and human rights in the face of great risk to themselves and their families. More than 10 years after this heinous murder, we welcome this declaration by the top human rights body in the Western Hemisphere, which represents a significant rebuke to the Cuban regime. We hope this finding serves to disabuse any illusions about the true nature of the Cuban regime, which continues to brutally repress the Cuban people.”
Dr. Babun continued, “It’s worth noting that Payá was motivated by his Catholic faith. This faith, as well as the faiths of leaders from other traditions, continues to inspire thousands of Cubans to speak out for freedom and human rights for all. This is why it’s crucial to support Cubans’ religious freedom, which continues to be targeted relentlessly by the dictatorship. OAA is committed to continuing to support this fundamental right for Cubans of all faiths.”
On June 28, 2023, Dr. Babun will testify at a hearing of the U.S. Commission on International Religious Freedom (USCIRF) titled, Deteriorating Religious Freedom Conditions in Cuba,” which will be held in Miami, the first time that a USCIRF hearing will be held outside of Washington, DC.

La OAA celebra la conclusión de la OEA de que la dictadura cubana asesinó a Oswaldo Payá y Harold Cepero
Miami, FL – Outreach Aid to the Americas (Alcance de Ayuda a las Américas) acogió hoy con satisfacción el informe emitido la semana anterior por la Comisión Interamericana de Derechos Humanos (CIDH) que encuentra a la dictadura cubana directamente responsable por las muertes de los defensores de derechos humanos Oswaldo Payá y Harold Cepero, que murieron el 22 de junio de 2012, cuando su coche fue sacado de la carretera por lo que muchos han creído durante mucho tiempo que eran agentes de la seguridad del Estado. Según la CIDH, el Estado cubano “violó los derechos a la vida, al honor y a la libertad de expresión de los dos hombres.”
Oswaldo Payá era el líder del Movimiento Cristiano Liberación (MVL), que se dedicaba a defender pacíficamente las reformas constitucionales y políticas y los derechos humanos, incluida la libertad de religión o creencia. Antes de su muerte, Payá recogió miles de firmas en apoyo de un referéndum para las reformas constitucionales. La OAA apoyó al CLM en un esfuerzo por educar a los ciudadanos cubanos sobre el derecho a la libertad de religión o creencia mediante la distribución de literatura en iglesias de toda Cuba.
El Presidente y Director General de la OAA, Dr. Teo Babun, declaró: “Todos los que entienden la naturaleza brutal del régimen comunista de Cuba han creído durante mucho tiempo que sus agentes fueron los responsables del asesinato de Payá y Cepero, dos valientes defensores de los derechos humanos que trabajan incansablemente para promover los principios democráticos y los derechos humanos frente a grandes riesgos para ellos y sus familias. Más de 10 años después de este atroz asesinato, acogemos con satisfacción esta declaración del máximo órgano de derechos humanos del hemisferio occidental, que representa una importante reprimenda al régimen cubano. Esperamos que esta conclusión sirva para disipar cualquier ilusión sobre la verdadera naturaleza del régimen cubano, que sigue reprimiendo brutalmente al pueblo cubano”.
El Dr. Babun continuó: “Vale la pena señalar que Payá estaba motivado por su fe católica. Esta fe, así como la fe de líderes de otras tradiciones, sigue inspirando a miles de cubanos a hablar en favor de la libertad y los derechos humanos para todos. Por eso es crucial apoyar la libertad religiosa de los cubanos, que sigue siendo blanco implacable de la dictadura. La OAA se compromete a seguir apoyando este derecho fundamental para los cubanos de todas las creencias”.
El 28 de junio de 2023, el Dr. Babun testificará en una audiencia de la Comisión Estadounidense para la Libertad Religiosa Internacional (USCIRF) titulada Deterioro de las condiciones de la libertad religiosa en Cuba”, que se celebrará en Miami, la primera vez que una audiencia de la USCIRF se celebrará fuera de Washington, DC.
